Tag, title and tax on a car you buy in Tulsa

For anyone in Tulsa buying a car, new or used, from a dealer or a private seller. This page shows what the tag agency will charge, line by line: excise and sales tax, the title and transfer fees, and the first year's registration for your car's age. Each figure carries the Oklahoma law or Service Oklahoma page it comes from, along with the deadline that starts the day you buy.

Short answer

Expect excise tax (3.25% of the price on a new car; $20 plus 3.25% of the price above $1,500 on a used one), a 1.25% sales tax, an $11 title fee, a $17 transfer fee on a used car with an Oklahoma title, a $1.50 insurance fee and the first year of registration, $96 down to $26 by the car's age. You pay it all when you fully register, within two months of buying, though going within 30 days keeps older penalty rules out of play.

What a Tulsa car buyer pays at the tag agency

Buying a car in Oklahoma ends in one bill at a tag agency, paid when you fully register the car rather than on the day you drive it home. Service Oklahoma is plain about the first step: “a vehicle buyer does not pay anything during pre-registration.” The calculator below adds up your own bill, and the sections that follow explain each line.

  • Excise tax: 3.25% of the price on a new car, or $20 plus 3.25% of the price above $1,500 on a used one.
  • Sales tax: 1.25% of the price minus any trade-in.
  • Flat fees: $11 for the title, $17 to transfer an Oklahoma title, $1.50 for insurance.
  • First-year registration: $96 down to $26, by the car's age.
  • Some buyers only: a $4 VIN inspection, a tire recycling fee, a $10 lien fee, a late penalty.

Amounts are as of 15 October 2026; fees can change, and the counter's total is the one you pay.

Excise tax: 3.25% on a new car, $20 plus 3.25% on a used one

Oklahoma levies its motor vehicle excise tax each time a vehicle's legal ownership is transferred, and 68 O.S. § 2103 sets two scales. A new vehicle pays 3.25% of its value. A used vehicle pays a flat $20 on its first $1,500 of value and 3.25% on the rest, so a $12,000 used car owes $20 plus $341.25. The statute then rounds the result: “In computing the motor vehicle excise tax, the amount collected shall be rounded to the nearest dollar.” That car's excise tax is $361.

New means new to the road. Service Oklahoma's rule gives the new rate to a vehicle a dealer is selling for the first time, whatever its model year, and its registration page defines a new vehicle as one never owned by anyone except the dealer. A car from a private seller pays the used rate.

The taxed price covers the car and anything fitted to it. The same rule leaves out documentary, financing, insurance coverage and maintenance agreement fees, and it keeps a trade-in out of the excise figure; the trade-in page shows what a trade-in does save.

What “value” means changed on July 1, 2026

Until June 30, 2026, § 2104 taxed the price before any trade-in credit and required it to fall within 20% of a pricing guide's average retail value. House Bill 1183, signed on 21 May 2025, struck both sentences, so the statute now says only that the value is the vehicle's actual sales price. Service Oklahoma's rule was not rewritten and still says: “The actual sales price must be within twenty percent (20%) of the average retail price value of the vehicle”. Its online estimator is tied to a guide too: “The Sales & Excise Tax Calculator is based on NADA listed pricing.” If you paid well under book value, ask the counter which figure it will tax, and bring the bill of sale that shows your price.

Sales tax: 1.25%, never Tulsa's 8.517%

The second tax is a state sales tax, which 68 O.S. § 1355 limits to 1.25% of the price. It is the only sales tax on a vehicle sale: that section bars every city, county and other local sales or use tax from reaching one. The city's finance department puts the everyday rate this way: “Inside the City limits of Tulsa, the Sales tax and Use tax is 8.517%”. A $15,000 car bought from a Tulsa dealer carries $187.50 in sales tax, not the $1,277.55 that rate would produce.

When a trade-in is part of the deal, § 1355 taxes only the difference between the trade-in's value and the price. Service Oklahoma's older rule still describes the full price; the trade-in page sets out that conflict, and the calculator follows the statute.

Service Oklahoma's rules levy the tax on the purchase of a vehicle and collect it at the same time and in the same way as the excise tax. Their list of exemptions covers buyers such as churches, cities and dealers buying stock. A purchase from a private seller is not on it, so plan on the 1.25% there too.

Registration by the car's age: the first year's fee

The first year of registration is on the same bill. Oklahoma prices it by the car's year of registration, and 47 O.S. § 1132 counts years registered in Oklahoma or any other state. Service Oklahoma's rule counts from the date the car was first sold. When that date is unknown, it subtracts the model year from the year the new registration expires; its example is a 2000 model registered to expire in 2005, charged the fifth-year rate.

A full-year registration bought in 2026 runs into 2027, so this year's purchases sort out like this:

Registration yearModel years, bought in 2026Full-year fee
1st to 4th2023 to 2027$96.00
5th to 8th2019 to 2022$86.00
9th to 12th2015 to 2018$66.00
13th to 16th2011 to 2014$46.00
17th and later2010 and older$26.00

A car first sold in the calendar year before its model year counts from that sale, which can move it one row down. Moving your own plate, with tags not yet expired, onto the car earns a credit for the time left on them, and since November 1, 2023 you may buy two years at once for a full two-year fee plus two insurance fees. Later renewals are on the renewal page.

Title, transfer and the other flat fees

  • Title fee, $11. Charged on every purchase; 47 O.S. § 1107 sets the same $11 for a title signed over to a new owner.
  • Transfer fee, $17. Service Oklahoma's rule charges it when an Oklahoma title changes hands, with exceptions such as salvage vehicles and repossessions. The calculator adds it only for a used car that already has an Oklahoma title; for a new car or one titled elsewhere, ask the counter.
  • Insurance fee, $1.50. On the same posted table. You also need proof of Oklahoma insurance to register.
  • VIN inspection, $4. A car previously titled in another state usually has to be looked over by an agent to confirm its vehicle identification number before Oklahoma will title it. New vehicles are exempt. Bring the car with you.
  • Used tire recycling fee, $2.90 a tire. State law charges it the first time a car, or any vehicle on rims of 19.5 inches or less, is registered in Oklahoma. That means a new car or one arriving from another state, not a car already registered here.
  • Lien fee, $10. If a lender takes a security interest in the car, 47 O.S. § 1110 charges $10 for each lien recorded on the title.

The deadline: two months, but 30 days is safer

Service Oklahoma gives a buyer two months: “The State of Oklahoma requires titles to be applied and issued within 2 months of obtaining ownership.” The agency's own example: a car bought on November 1, 2023 had to be registered by January 1, 2024. Miss the date and 47 O.S. § 1132 adds $1 a day, up to $100.

Not every provision says two months. Three still count 30 days:

  • 68 O.S. § 2103, last amended in 2025, makes the excise tax delinquent from the thirtieth day after you take ownership or possession, with a penalty of $1 a day that may grow as large as the tax.
  • Service Oklahoma's sales tax rule wants the 1.25% paid within 30 days, adds interest after day 30 and a penalty after day 45.
  • 47 O.S. § 1107 still tells a buyer to present the signed-over title within 30 days of delivery.

The calculator uses the published two months for the late penalty. Go within 30 days and none of these provisions can touch you.

A used car bought in another state skips pre-registration, and Service Oklahoma's penalty rule for it counts 30 days from the day the car enters Oklahoma.

Buying from a private seller: who pays what

Every line of the bill belongs to you as the buyer. The seller pays none of your tax or fees: their part is signing the title, or Form 718 for an electronic title, in front of a notary and keeping their plate. The paperwork page covers that side of the deal.

  • Get the price in writing. Section 2104 puts the actual sales price, the number of tires and their rim size on the bill of sale the seller gives you. For a private purchase, Service Oklahoma asks for a purchase agreement or its Form 722-1, a declaration of the price. The bill of sale page lists what to include.
  • Plan the plate. You either move your own plate onto the car or have a new one sent through pre-registration, which costs nothing.
  • Agree who files pre-registration. Either of you may do it, within two business days of the sale.

Where Tulsa buyers pay it, and what to bring

Service Oklahoma's own counter is in Oklahoma City, at 6015 N. Classen Blvd. In Tulsa you pay at a licensed operator, the office formerly called a tag agency. You may pick any one, including a different one from the operator your dealer chose for pre-registration; Service Oklahoma's location search finds them.

For a used car, bring proof of Oklahoma insurance, your driver license, the title signed over to you (or Form 718 for an electronic title), the purchase agreement or a private seller's Form 722-1, and Form 729, the odometer statement, for a 2011 or newer model whose title has no odometer section. If the car is titled in another state, bring the car too. For a new car you add Form 701-6, the title application, to the dealer's manufacturer's statement of origin and purchase agreement.

Once you pay, the title is mailed within two business days, or goes to your lender if there is a lien. To test a figure first, Service Oklahoma's sales and excise tax estimator works from a pricing guide.

Questions Tulsa car buyers ask about tag, title and tax

Does a trade-in lower my excise tax in Oklahoma?

Not under Service Oklahoma's rule, which keeps a trade-in out of the excise figure. A trade-in lowers only the 1.25% sales tax. Since July 1, 2026, § 2104 no longer says how a trade-in is treated, so if your deal depends on it, ask the counter first.

How much is the tag on a 10-year-old car bought this year?

A 2016 model bought in 2026 counts as its 11th registration year by the rule's fallback, which is $66.00 for the full year. The title fee, insurance fee and both taxes come on top.

What happens if I register late?

After the two-month date the registration penalty is $1 a day, capped at $100. The excise statute, read as written, adds $1 a day from day 31, up to the amount of the tax. Going within 30 days avoids both.

My parent is giving me a car. Is there excise tax?

Not on a true gift between a parent and child or between spouses: Service Oklahoma exempts it with Form 794, the family affidavit. A sale between them is taxed, and the exemption does not reach siblings or grandparents.

Selling the car you are replacing

A trade-in saves you 1.25% of its credited value in sales tax and, under Service Oklahoma's rule, nothing on excise, so it is worth comparing with an outright sale on the trade-in or sell page.
