Where to sell a car in Tulsa: four routes compared
Start with what you need from the sale: money toward another car, a sale you arrange yourself, pickup from where the car sits, or a buyer for parts. Put the proposals on the same basis
For each buyer, write down the offered amount, any charges you would pay, when the car can leave, the payment method and the ownership documents requested. Ask whether an inspection can change the number. If there is a loan, keep the amount needed to settle it separate from the money you expect to receive. Compare the money left after the costs of completing each sale. Ask for an actual pickup appointment or collection plan if getting the car moved is urgent. Dealer: an outright offer or a trade-in
Ask whether the dealer will buy outright if you are not purchasing a replacement. For a trade-in proposal, request the replacement's price and the credit for your car separately, with the taxes and fees itemized. The Oklahoma Motor Vehicle Commission's buying advice says "NEVER sign a blank form, or one with blank spaces in it." and recommends getting promises in writing. Oklahoma's sales-tax statute, 68 O.S. §1355(2), provides a 1.25% vehicle sales-tax portion and bases it on the purchase price less the trade-in value when a trade-in is included. That provision does not make the whole tax-and-fee bill 1.25%. Have the dealer show the calculation. The trade-in guide examines the separate taxes and the older administrative wording that conflicts with the statute.

Oklahoma defines a used motor vehicle dealer in 47 O.S. §581(19)(a) as “any person who, for a commission or with intent to make a profit or gain of money or other thing of value, sells, brokers, exchanges, rents with option to purchase, or offers or attempts to negotiate a sale or exchange of an interest in used motor vehicles, or who is engaged wholly or in part in the business of selling used motor vehicles, whether or not such motor vehicles are owned by the person.” The next subparagraph, §581(19)(b), lists exclusions; read those alongside the definition when checking whether a particular seller falls within it.

For a used-car dealer, check the state commission's license record and call the business using the number recorded there. Do not assume the licensing body for used dealers licenses every kind of dealer.

Private sale: agree who does what
For a private transaction, Service Oklahoma lets the buyer and seller choose who submits pre-registration. It is due within two business days. If you submit as seller, the buyer receives an email to confirm the information; when the buyer submits, no further confirmation is required. The agency does not say that whichever party stays out of the submission always gets a confirmation email.

Before arranging a meeting, settle the payment method and who will handle that submission. Retain the signed sale documents and confirmation. The state lists full title and registration work separately from pre-registration, so a submission is not proof of a completed title transfer. This buyer publishes a free, no-obligation offer process, covers pickup and describes payment by check at pickup. Its selling page includes non-running, damaged and missing-parts vehicles among the possibilities. A car's failure to start does not, by itself, establish that only a dismantler can buy it.

For an electronic Oklahoma title, the buyer requests a physical paper title for a title-based offer. Do not count on handing its driver Form 718 without prior confirmation. Ask what it requires, and ask Service Oklahoma about a paper title request if needed.

A licensed dismantler
The Oklahoma Used Motor Vehicle, Dismantler, and Manufactured Housing Commission licenses automotive dismantlers, crushers, rebuilders and used dealers. Its mission concludes: "And to protect the interests of the consuming public." Use the commission's search or contact the office to check the category of license held by the business you are considering.

Ask that business for a written price, whether removal is included, and the documents needed for your title status. Do not assume it offers the lowest price, the quickest removal or an automatic solution to missing ownership paperwork. Compare the actual terms with another route that will accept the vehicle. Can I use Form 718 for the online buyer?
